County policy is frequently to curb residential sprawl and a tool to do so is to offer landowners an incentive to forego development rights (that is, residential building rights). In the past, two methods were employed: a financial reward or a concession allowing a division of the land with some development rights in exchange for a preclusion on a large tract of the land in question. That is one reason why Boulder County is a pleasant place to ride a bike in!
